The International Communications Association (ICA) is an outgrowth of three earlier organizations, Community Film Workshop Council (CFWC), (founded in 1968) Third World Cinema Productions (TWC) founded in 1970 and the Institute of New Cinema Artists (INCA) founded in 1971.  

Founded in 1986 by its President, Cliff Frazier ICA has made magnificent and major accomplishments within the media and cultural industries. Cliff Frazier is an Emmy Award winning producer/writer/director.

Vice Presidents are Ademola Oluguebefola, internationally renowned artist and executive committee member of the United Nations non-government organizations and Voza Rivers, television producer, founder of  Impact Repertory Company, Chair of the Harlem Arts Alliance and an arts administrator.

Since 1996, ICA has collaborated with New York Metro Martin Luther King, Jr. Center for Nonviolence in its Annual Interfaith King Sunday Celebration for Religious and Racial Harmony.  Over 1,000 people attend annually.  ICA conducts its Annual ICA Award for World Harmony held at the Church Center for the United Nations.  ICA is laying the groundwork for its International Artists for Peace and World Harmony initiative, which will bring together artists world-wide to develop strategies and initiatives for promoting and facilitating partnerships for peace and harmony.

It will continue to present exhibitions of numerous artists as, well as nurture emerging artists.  It will also partner with various arts and cultural organizations to highlight and promote their activities
